Here's why Europe is reluctant to impose harsher sanctions on Russia

American and British attempts to persuade other European leaders to impose a package of tough new EU sanctions on Russia appeared to have stalled last night.

One theory that has been put forward to explain this reluctance is Europe's reliance on Russian energy.
